Promote plan to WU

pnpm plan:promote --id <wuId>

Options:

-i, --id <wuId>	Work Unit ID. Required except on wu:create, which auto-generates the next sequential ID when omitted.	Yes
-f, --force	Skip validation and promote anyway	No
--file <path>	Plan filename or path (resolves relative to plansDir)	No
