Add WU to initiative

pnpm initiative:add-wu --initiative <ref>

Options:

--dry-run	Show link decisions without making changes	No
--move	Move a WU already linked to another initiative to <initiative> in one transaction (remove from the current initiative, then add to the target); single —wu only	No
